Introduction

The administration and routine maintenance of Maungauika/North Head Historic Reserve will transfer from DOC to the Tūpuna Maunga Authority on Friday 18 January 2019.

The site will remain an historic reserve under the Reserves Act 1977. 

“This is a significant step towards implementation of the collective treaty settlement for the iwi of Tāmaki Makaurau,” says Andrew Baucke, Director Operations Auckland.

In June last year Auckland Council agreed to accept responsibility under the Reserves Act 1977 for the day-to-day management of Maungauika under the direction of the Tūpuna Maunga Authority.    

Ownership of the reserve was transferred from the Crown to the Tūpuna Taonga Trust on behalf of thirteen iwi / hapū of Auckland as part of the Ngā Mana Whenua o Tāmaki Makaurau Collective Redress Act 2014.

 “We anticipate a smooth transition period as we transfer routine maintenance to the Tūpuna Maunga Authority,” says Mr Baucke.

“The Department will continue to occupy a number of buildings on Maungauika as a field base as it is an important strategic location for accessing public conservation land in the Hauraki Gulf, especially our Devonport-based gulf islands fleet,” says Mr Baucke. 


Background information

Redress for the collective interests of thirteen iwi / hapu of Auckland is provided through the Ngā Mana Whenua o Tāmaki Makaurau Collective Redress Act 2014 (the Act). 

Under the Act the Tūpuna Maunga o Tāmaki Makaurau Authority (the Tūpuna Maunga Authority funded by Auckland Council) became responsible for twelve tūpuna maunga (volcanic cones) reserves. 

Responsibility for Maungauika/North Head Historic Reserve (Maungauika) remained with the Department until different administrative arrangements were in place.

A fee simple title to Maungauika in the name of the Tūpuna Taonga Trust was issued in August 2015. 

Since October 2016 the Department has managed Maungauika in accordance with the Tūpuna Maunga Integrated Management Plan (IMP), developed by the Tūpuna Maunga Authority. Inclusion of Maungauika in the IMP, irrespective of whether or not responsibility for the maunga had transferred, was provided for under the Act.
