Summary of proposal: To use the Dominion Observatory building and associated carparks and underground tunnels for a national “bidirectional” multicast network project where there are many source and receiver computers talking to each other over a network. The services this provides include: Stratum 1 NTP multicast (a link between precise time from accurate sources such as satellite systems and a computer network); location specific “gravity field strength measurements” for detecting earthquakes and sending data to a computer network; multicasting of multimedia and telemetry by the public, iwi, business, education and government using the latest network protocol (high data traffic over networks). On occasion an area of the Observatory may be sublet to compatible parties. 

Concession applied for: lease for exclusive use of the site containing the Dominion Observatory building and associated carparks and underground tunnels.
