Draft Te Hiku o Te Ika-a-Māui Conservation Management Strategy
Introduction
Submissions on the draft Te Hiku o Te Ika-a-Māui Conservation Management Strategy (CMS) closed on 11 October. Find out more here about the development of the CMS and next steps.What we're proposing
The Department of Conservation Te Papa Atawhai (DOC) and Te Hiku iwi are developing a conservation management strategy for an area defined in Treaty settlements as Te Korowai.
Te Korowai area extends from the Hokianga Harbour and mid-point of Rangaunu Harbour northwards to Te Rerenga Wairua/Cape Reinga and includes Manawatāwhi (Three Kings Islands).
The CMS will outline a new pathway for sustainably managing public lands, waters, and the species within them over the next ten years. It has been shaped by:
- Treaty settlements that took effect from 2015
- changes to community expectations and recreation patterns
- changes to government policy and legislation.
The draft CMS, on which submissions were invited, included ideas that came from:
- representatives of co-authoring Te Hiku iwi - Te Aupōuri, NgāiTakoto and Te Rarawa
- DOC staff
- iwi and hapū environmental plans
- Te Hiku o Te Ika Conservation Board
- stakeholder groups.
Once the CMS is brought into effect, it will replace the Northland CMS for Te Korowai area.

Feedback on the draft CMS
The CMS was open to submissions from the 5 August to 11 October 2024. The submissions received reflect the diverse perspectives of the community and will be used to inform changes to the draft through the next steps.
Next steps
- Late November/early December – Hearings are held for anyone who would like to speak to their submission. Speakers will be heard by a panel of representatives from:
- Te Aupōuri
- NgāiTakoto
- Te Rarawa
- Te Hiku o Te Ika Conservation Board
- DOC.
- January – May 2025 – Submissions are considered by DOC and co-athoring Te Hiku iwi to revise the draft CMS.
- June – November 2025 – Te Hiku Conservation Board considers the revised draft CMS and then refers to the New Zealand Conservation Authority (NZCA)
- December 2025 – The NZCA begins their consideration of the revised draft. The NZCA may consult with the Minister of Conservation, Te Hiku iwi, the Te Hiku Conservation Board or any other person or organisation that is considers appropriate before approving the CMS
