Implementing Te Mana o te Taiao – Aotearoa New Zealand Biodiversity Strategy 2020
Introduction
The implementation plan sets a pathway for meeting the goals of the strategy and who will be working on them.DOC coordinates the work to develop and review implementation plans.
The approach for developing implementation plans is collaborative, adaptive and responsive ensuring we take the best possible actions to address the biodiversity crisis between now and 2050.
The first implementation plan was launched in April 2022. It includes 204 actions, some planned and some in progress, from central and local government that contribute to the strategy’s objectives for 2025.

Implementation plan 2022 progress
In August 2023, DOC coordinated a review of progress in delivering the actions outlined in the ANZBS Implementation Plan 2022.
Nine central government agencies, Ngā Whenua Rāhui and Te Uru Kahika Regional and Unitary Councils Aotearoa contributed to the review.
- For 6 of the 13 objectives, 60% or more of the contributing actions are complete, ongoing in a good state or on track for completion.
- For 4 of the objectives, the report notes that more than 10% of contributing actions were cancelled, on hold or unlikely to complete.

There are many actions underway to address our biodiversity crisis that are not captured by this report. These actions are delivered by Treaty partners, whānau, hapū, iwi and Māori organisations, communities, NGOs, industry and Government. They are vital for achieving the ambitious vision of Te Mana o Te Taiao – Aotearoa New Zealand Biodiversity Strategy 2020.
Next steps
We’re working with other agencies to develop the next implementation plan for ANZBS. This will replace the ANZBS Implementation Plan 2022.
