Following the expressions of interest in 2019 a closed tender process was run. No concession has been awarded as a result of that tender. That tender process is now closed.
A new allocation process for the Farm Park is underway.
In 2019, DOC wanted to assess the interest in the opportunity for a concession at Titirangi Farm Park in the Marlborough Sounds. We ran an Expression of Interest process (EOI), inviting submissions until Friday 30 August 2019.
Titirangi Farm Park (Farm Park) is a recreation reserve administered by DOC and held under the Reserves Act 1977. It's 900 hectares and is in the outer Pelorus Sound in the northern reaches of the Marlborough Sounds, 125 km north of Blenheim.
The opportunity to be a licence/lease holder of the Farm Park was available from October 2019.
Expressions of Interest (EOI) process 2019
To manage this allocation process, the Minister has implemented Section 17ZG(2)(a) of the Conservation Act 1987, effective until 30 November 2019.
This enables the Minister to invite applications and/or encourage specific applications.
The department will not process any applications for the Farm Park outside of this EOI.
About the park

The Farm Park is a beef and sheep farm with approximately 358 hectares available for grazing and also provides public accommodation within the existing farm buildings and a separate camping area.
The Farm Park has stunning views to the Chetwode and Titi Islands and one of the best safe and sandy beaches in the Marlborough Sounds. Recreational opportunities include fishing, swimming, walking, or just relaxing in beautiful surroundings.
Access is via an unsealed road from Havelock to the property. Vehicle travel time from Havelock to the Farm Park is approximately 2 hours. Alternative access to the beach is also possible.
Farm tracks provide access to the various blocks on the property and are also used for recreational walking by the public.
Planning considerations
This opportunity is available within the context of the planning requirements of the Nelson Marlborough Conservation Management Strategy 1996 and should include grazing, provision of accommodation and operation of a campground.
The Minister’s obligations under section 4 of the Conservation Act to give effect to the principles of the Treaty of Waitangi, must be actively considered, including consultation with relevant Iwi, before any new lease/licence will be granted.

Balancing farming and conservation
Farm management requirements will be taken into account in achieving conservation objectives. However, the wider Farm Park must be primarily managed to:
- protect and enhance public enjoyment and access;
- protect natural values; and
- protect historic values.
Historic Values
The Farm Park also has some sites of high historic values, including some archaeological sites that must be maintained/restored and interpreted in alignment with these values.
The potential for restoration and maintenance of the existing natural and historic values will take precedence over other matters when considering a new lease/licence opportunity.
Public access
The Farm Park will seek to enhance opportunities for public recreation and will require public access by foot, while open space recreation and camping facilities are maintained. Adequate provision of recreational hunting access must be allowed for.
Grazing areas will be monitored to ensure conditions are met and natural, historic, and recreational values are protected. Any lease/licences will contain provisions to manage these values.
